International trade can serve as a powerful driver for sustainable and inclusive economic development. Yet the benefits of trade are not automatic. In the context of a rapidly changing world, it requires proactive and smart development-enabling policies adapted to shifting global value chains. It further calls for careful cost-benefit analyses tailored to the unique characteristics of the situation at hand. Policy coherence both within and among governments is also an essential ingredient for success. Responding to these unique challenges and opportunities, TULIP aims to advance thinking and practice concerning a novel approach to sustainable trade policy. In doing so, TULIP aspires to better equip developing countries to leverage the benefits of trade.
