Cláudia Azevedo

Lead, Sustainable Trade Policy (EU)

Cláudia Azevedo is a Brussels-based trade policy expert specializing in EU trade, sustainable development, industrial policy, and circular economy.

At Tulip Consulting, Cláudia leads the firm’s EU sustainable trade policy work. Her work spans EU regulatory measures — including carbon pricing, critical raw materials, industrial policy instruments, and circular economy frameworks — as well as EU trade agreements and emerging cooperation models such as Clean Trade and Investment Partnerships (CTIPs) and Sustainable Investment Facilitation Agreements (SIFAs).

Previously, Cláudia was Senior Policy Analyst at Europe Jacques Delors, a leading Brussels-based think tank, where she led the Green Trade Programme and research workstream on the impact of EU trade and sustainable development policies on developing countries and global supply chains. Her earlier experience includes a traineeship at the European Commission’s Directorate-General for Trade (DG TRADE), an internship at the Portuguese Permanent Delegation to the OECD in Paris, and work as a paralegal on anti-bribery and corruption compliance.

She holds an advanced LL.M. in Public International Law (Cum Laude) from Leiden University, specializing in Peace, Justice, and Development, a Post-Graduate Certificate in Human Rights, and a Bachelor of Laws from the University of Porto. She is fluent in Portuguese and English.

Outside of work, Cláudia is happiest outdoors — ideally somewhere sunnier than Brussels.
