TULIP produces rigorous, evidence-based research and analysis on trends and emerging issues at the trade law, policy, and sustainable development nexus. Our work covers a wide range of themes, including the development implications of trade-related environmental measures, the circular economy, climate sustainability, industrial policy, regional integration and trade agreements, as well as multilateral trade governance. Our outputs take a variety of forms — policy reports, briefs, legal analyses, academic publications, blog posts, and opinion pieces — and are designed to bring new ideas and perspectives to ongoing policy debates while remaining grounded in the realities and needs of our clients and partners.
Drawing on the legal training of our team, TULIP provides targeted legal analysis and advisory support on complex questions of international trade law, EU regulatory frameworks, and regional trade agreements. This includes WTO consistency assessments of trade and environmental measures, analysis of trade agreement provisions and their development implications, regulatory impact assessments, and legal advisory support to governments, international organizations, and advocacy groups engaging with trade negotiations and policy processes. TULIP’s legal work combines technical rigour with a strong understanding of the policy and development context in which legal questions arise.
TULIP designs and delivers tailored capacity-building programmes, training workshops, and technical assistance to government officials, negotiators, and other stakeholders. Our engagements cover a wide range of topics — including WTO law and dispute settlement, green industrial policy, trade and sustainability, digital trade, regional integration, the circular economy, and the implications of evolving regulatory frameworks for developing-country exporters — and are tailored to the specific needs and contexts of our clients. We have delivered programmes across Africa, Asia, the Middle East, Latin America, and the Caribbean, working with international organisations, regional bodies, and national governments.
