About TULIP

TULIP Sàrl is a Geneva-based impact consultancy working at the intersection of trade, environment, and development. We partner with public sector institutions to deliver rigorous, evidence-based analysis, legal and policy expertise, and tailored capacity-building programmes that drive meaningful change.

Our work is guided by a commitment to real-world impact. We contribute to shaping multilateral discussions on green industrial policy and trade in Geneva, engage in sustainable trade dialogues at the heart of the European Union in Brussels, and support governments in developing countries in designing forward-looking strategies that align economic growth with environmental sustainability and social equity.

 

Our approach

The core of our work is advising the public sector on how to leverage international legal and policy frameworks to promote sustainable development. We do this by applying international legal frameworks, economic analysis, and best practices to the specific development challenges faced by our clients, and by conducting cutting-edge research on issues at the trade, environment, and development nexus.

Three aspects of TULIP’s approach stand out:

  • Legal lens TULIP occupies a distinctive space at the intersection of trade law and policy. Our team predominantly consists of lawyers, whose legal training enables rigorous review and analysis of international trade and investment agreements, laws, and regulations. This grounding enhances the quality and precision of our research and allows TULIP to move seamlessly between policy analysis and legal work — including WTO consistency assessments, regulatory analysis, and trade agreement review — depending on what a given question requires.
  • GranularityTo better understand opportunities and challenges related to sustainable trade, it is imperative to go beyond high-level dialogue and explore issues at a sector and/or country level. For example, it is difficult to understand the implications of border carbon adjustments on a country without studying its exposure and vulnerability to the issue. We invest time and resources in getting the facts right, enhancing both the feasibility and specificity of our policy recommendations.
  • NoveltyWhen working on a project, we strive to go beyond existing ideas, identifying new ways to tackle an existing problem. We regularly develop new ideas to tackle complex trade policy and sustainability issues, reflecting the breadth and depth of our work and our extensive network of trade experts worldwide.
