CBAM and its Implementation: Preparing Indian Industry for a Changing Global Trade Landscape

Tulip Consulting‘s Lead for Sustainable Trade Law, Sanvid Tuljapurkar, joined a roundtable organised by Global Advisory Alliance and Tarini Mehta & Partners. The discussion brought together stakeholders from India and Europe on CBAM’s impact on Indian industry, competitiveness and equity considerations, and effective pathways for India’s transition.

Drawing on TULIP’s flagship study on EU–India cooperation and Indian steel decarbonisation, Sanvid highlighted four points:

  • CBAM lands unevenly across Indian steel. Large integrated producers have the resources and capacity to comply. MSMEs, which account for around 40% of India’s steel production, lack the capacity for CBAM MRV and are forced to use punitive default values.
  • The proposed extension to downstream steel would widen that gap, since MSMEs dominate that segment in India.
  • Better data on MSME steel producers, including export exposure, product and emissions profiles and production routes, at a level of granularity that currently does not yet exist, is a precondition for targeted policy support.
  • Support should extend beyond MRV to decarbonisation itself, building on a cluster-level approach to invest in greening Indian MSMEs.
